Air Travel Bubble between Singapore and Hong Kong to Start on 22 November 2020 with Daily Flights

The first air travel bubble arrangement for Singapore is now finalised - residents can now travel to Hong Kong for leisure from 22 November 2020. This scheme will start with just one flight per day to each city and a quota of 200 travellers per flight will apply. Moving forward, the number of flights will be increased to two a day from 07 December 2020.

Depending on the seven-day moving average of the daily number of unlinked COVID-19 cases in either Singapore or Hong Kong, the air travel bubble arrangement between Singapore and Hong Kong may be suspended for two weeks. While leisure travellers will not be required to serve quarantine or stay-home notices, they will need to take (and bear the cost of ) COVID-19 tests. Leisure travellers will also have no need for a controlled itinerary or restrictions on travel while they are visiting.

All travellers will be required to be tested negative on a COVID-19 polymerase chain reaction (PCR) test 72 hours prior to their scheduled departure. For Singapore travellers, they will be required to take another test upon arrival in Hong Kong, and they will be required to stay at the airport until the results are confirmed - this may take up to four hours. Visitors from Hong Kong are not required to do another test upon arriving in Singapore but they will be required to download the contact tracing app and apply for an Air Travel Pass.
