Hotel Review: Novotel Phnom Penh BKK 1 (Deluxe Room) - Well-located Hotel in Trendy and Upscale Neighbourhood

Conveniently located in the leafy heart of Phnom Penh’s up-and-coming BKK 1 district, the Novotel Phnom Penh BKK 1 is Accor’s latest property in Phnom Penh and marks a fresh entry into the city’s evolving upscale hotel scene. The hotel officially opened in 2024, and the full-service property offers business and leisure travellers a polished yet approachable option with proximity to restaurants, cafes, and lifestyle enclaves. With quite a bit of Emirates Skywards miles nearing expiry - most of which were accumulated from stays at Marriott properties through the ongoing partnership - I decided to redeem them for a fifth freedom flight on Emirates Business Class between Singapore and Phnom Penh.

This was my very first time visiting the Cambodian capital and while I had initially considered the Hyatt Regency Phnom Penh, which comes highly recommended especially for World of Hyatt Globalist members, I ultimately chose to stay at the newly opened Novotel Phnom Penh BKK 1 as the district felt like a better fit for the kind of experience I was seeking on this particular trip. Prior to my arrival, I reached out to the hotel to clarify a few reservation details and noticed that I was being addressed as an ALL Platinum member rather than an ALL Diamond member. I politely pointed out the discrepancy, as I had since been upgraded to Diamond status a few months after making the booking. It turns out the system had not automatically reflected the tier change due to the timing of the reservation. Once the team refreshed the records, they confirmed that my Diamond status was correctly registered in their system.

As an ALL Diamond member, I was extended a one-category upgrade to a Deluxe Room, along with access to the Executive Lounge for the duration of my stay. Deluxe Rooms at the Novotel Phnom Penh BKK 1 measure 34 sqm and, from what I understand, are typically corner units that offer sweeping views of the city skyline or the nearby river. Since my flight into Phnom Penh arrived in the evening, I only checked into the hotel after sunset. Wanting to capture the room in its pristine state, I made it a point to take all the photos that night while everything was still perfectly arranged. The night view was actually pretty interesting and it was definitely a lot more vibrant than I had initially imagined.

The King Bed was notably comfortable, with a mattress that leaned towards the firmer side - something I personally appreciate, perhaps a preference that comes with age. As the Novotel Phnom Penh BKK 1 is a newly built property, I was also pleasantly surprised by the quality of the noise isolation; soundproofing throughout the room was excellent, allowing for an undisturbed night’s rest despite being in the heart of the city.

There are ample universal power outlets and USB charging ports conveniently positioned throughout the room, making it effortless to keep all my devices charged during the stay. Most of the lighting can also be controlled from the bedside panel, adding a welcome layer of convenience. That said, it’s worth noting that the curtains and blinds are not motorised, so you will need to draw them manually if desired.

As mentioned earlier, I had gently flagged my updated ALL Diamond status to the Novotel Phnom Penh BKK 1 prior to arrival and perhaps that subtle nudge played a part in the thoughtful welcome that awaited me. This was easily one of the most elaborate welcome amenities I’ve received as an ALL Diamond member to date (though I must admit, World of Hyatt properties still take the crown when it comes to personalised gestures on especially meaningful occasions). A generous spread of fresh fruit, cake, cheese, and a bottle of sparkling wine had been carefully arranged in the room, accompanied by a handwritten congratulatory note. Whether it was pure coincidence or the result of some discreet research, the gesture was genuinely appreciated.

The layout of the Deluxe Room at the Novotel Phnom Penh BKK 1 has been thoughtfully designed to maximise space, making it feel more generous than its 34 sqm footprint might suggest - which, in itself, is already quite respectable. I particularly appreciated that the bed faces the window, allowing natural daylight to flood the room during the day and creating a sense of openness. In the evenings, you can leave the blinds drawn to enjoy the city lights. With no tall buildings in the immediate vicinity, privacy isn’t really a concern and this makes it easy to enjoy the view throughout the day.

A fully stocked minibar is available in the room - while the items aren’t complimentary, prices are relatively reasonable by hotel standards. That said, if you have access to the Executive Lounge (complimentary for ALL Platinum members and above), I highly recommend stopping by for a drink during the day. It’s a comfortable space that never felt crowded during my stay, and I especially enjoyed the al fresco area. Despite Phnom Penh’s typically warm climate, it was surprisingly breezy and cool when I visited in early January 2025, making it a pleasant spot to unwind and to take in the views on a good day.

Basic coffee and tea-making facilities are provided in the room, including a couple of Dilmah-branded teabags and sachets of freeze-dried coffee. That said, I didn’t actually make use of them during my stay. As mentioned earlier, I preferred heading up to the Executive Lounge whenever I fancied a drink. On one occasion, I even had food delivered to the hotel and chose to enjoy it in the lounge, which turned out to be a quiet and comfortable setting for a casual meal.

Even though the Deluxe Rooms at the Novotel Phnom Penh BKK 1 do not include a bathtub (which would have been a real treat after a long day outdoors), the bathroom is surprisingly spacious. The shower sits at the far end, positioned beside a window. While blinds can be drawn for privacy, it’s always refreshing to enjoy the natural light streaming in.

Bulk-sized bath amenities from Deep Nature (which appears to be an in-house brand) are mounted on the shower wall. Only shampoo and shower gel are provided, so you may want to bring your own conditioner if needed. The fragrance is light and neutral - pleasant without leaning too floral or overly masculine.

Single-use amenities such as a shower cap, toothbrushes, and a vanity kit are also provided in the bathroom. Even if you don’t use them, it’s always nice to have the option. Many hotels have phased these out in the name of sustainability, so their availability adds a touch of convenience that is appreciated.

As an ALL Diamond member, I enjoyed complimentary breakfast (also extended to ALL Platinum members) each morning of my stay at the Novotel Phnom Penh BKK 1, which was served at Makila Restaurant on the ground floor. During my stay, the Executive Lounge was not open for breakfast, so guests in Executive Rooms were instead able to enjoy the full buffet breakfast at the all-day dining restaurant.

While the buffet spread wasn’t particularly extensive, it was more than sufficient, featuring a live egg station, a hot noodle station, and a modest yet decent selection of western dishes. A small salad station with cold cuts and cheeses was also available for those who prefer lighter options. The selection didn’t vary much during my stay, but the convenience of having an easy breakfast (along with unlimited coffee) was undeniable.

On most mornings, I left Novotel Phnom Penh BKK 1 early to explore popular sites and attractions before the late-morning crowds arrived. However, I did manage to spend some time at the hotel pool one morning after breakfast. The pool itself is quite nice and partially sheltered, and when I visited in early January, the weather in Phnom Penh was pleasantly breezy, making the experience especially enjoyable.

Next to the swimming pool is a pool bar that serves drinks and light bites, while larger meals are delivered from the restaurant downstairs, so you could even enjoy lunch by the pool if you wished. The bar typically opens only after lunchtime, so if you’re craving a morning drink, you’ll need to order through in-room dining using one of the phones placed by the poolside.

I especially appreciated the gym at the Novotel Phnom Penh BKK 1, as I often spent my afternoons there after returning from sightseeing - especially when it was too hot to head back out. Located on the same floor as the pool, the gym is well-equipped, even featuring a squat rack. Since the hotel is newly built, all the equipment is modern and in excellent condition.

A few cardio machines are available towards the back of the gym, but honestly, Phnom Penh is also a great city for an outdoor run. The road outside Novotel Phnom Penh BKK 1 can feel a bit tricky at first, but once you make your way towards the Royal Palace and Sisowath Quay, you’ll find it to be a very pleasant route for running.

For me, the Executive Lounge was the highlight of the Novotel Phnom Penh BKK 1, as I’m not the type to head out to bars at night for a drink. That said, Bassac Street (just a short walk or taxi ride away) is lined with charming restaurants and bars worth exploring. Staying at the Novotel Phnom Penh BKK 1 also places you right in the heart of BKK1, a polished neighbourhood that’s great for experiencing the local bar scene without the backpacker crowds or seedier elements.

The Executive Lounge at the Novotel Phnom Penh BKK 1 provides a wonderful vantage point with sweeping views of the city and the river. There’s also an outdoor seating area, perfect for the cooler months if you’d rather enjoy the natural breeze than sit indoors with air-conditioning.

Evening cocktails are served daily at the Executive Lounge from 5:30 PM to 7:30 PM, accompanied by a selection of light bites. The spread isn’t substantial enough to serve as dinner unless you’re a very light eater, but the staff are attentive with refills and make sure your glass is never empty.

On one particular night, I was served some excellent river prawns in the Executive Lounge, which definitely stood out as a highlight. However, on most days, the food was fairly unmemorable. If you’re still hungry, it’s easy enough to order through Grab or head out to one of the many nearby restaurants for dinner. During my visit, I even discovered a surprisingly good unagi and yakitori restaurant in Phnom Penh, which was a welcome surprise.

Visiting Phnom Penh was a very different experience compared to being in a city like Bangkok, where there’s a constant buzz and endless activities to fill your days. As a traveller, it is important to manage your expectations - Phnom Penh moves at a slower pace, and while there may be fewer attractions, the city offers something far more profound. Visiting the key historical sites, particularly those tied to the Khmer Rouge era, is both sobering and deeply moving. Places like the Killing Fields and Tuol Sleng Genocide Museum serve as stark reminders of Cambodia’s painful past, offering a chance to reflect on the resilience of its people and the importance of remembering history.

Although I had initially planned to stay at the Hyatt Regency Phnom Penh - where I could have secured a suite using one of my Suite Upgrade Awards - I was ultimately glad I chose the Novotel Phnom Penh BKK 1 instead. After jogging along Sisowath Quay and exploring the area around the Hyatt Regency, it became clear that the BKK1 neighbourhood suited me much better. While the Hyatt Regency is undoubtedly a more upscale property and likely offers a stronger lounge experience, the surroundings felt somewhat messy and complicated compared to the polished, convenient vibe of BKK1. Overall, my stay at Novotel Phnom Penh BKK 1 turned out to be a pleasant surprise. The location, Executive Lounge, and well-equipped facilities, such as the gym and pool, made it a comfortable base for exploring the city.
