There are four participating Accor properties in Singapore under this sale and as a quick clarification, only an Accor Plus member will be able to see the 60% discounted rates (all other members will see a maximum discount of 50% off which is still a pretty good deal):

Since the discount is pegged to the Flexible Rate of the property, you should 'shop around' to make sure you have the best possible rates - for the Sofitel Singapore City Centre, the cheapest rate I have seen is around S$339++ if you are a regular member but you should be able to find a S$306++ rate if you are an Accor Plus member (even though the website is a little bit buggy at the time of writing).
